Pro-Rebel Politician Assasinated in Jaffna

Pro-Rebel Politician Shot in Jaffna

21 August 2006 (New Delhi)

Police sources confirm that a senior politician and former parliamentarian belonging to the pro-rebel Tamil National Alliance, TNA , Sinnathamby Sivamaharajah, 68, was shot and killed in Jaffna. He was shot at from close range with a pistol by unidentified assailants.

The pro-rebel TamilNet reports that Sivamaharajah was shot at his temporary residence inside the High Security Zone, HSZ of the Sri Lanka Army (SLA) in Tellippalai Sunday night around 7:20 p.m (IST).

However, the Sri Lankan army has denied that he was killed within the HSZ. An Army Press release says he was shot inside his residence at Tellippalai, 14 kilometers north-east of Jaffna town.

"It is significant to note that there are no civil residences-temporary or permanent-in the HSZ. As such, the victim who is also a former Parliamentarian had actually been a resident in DHURGAPURAM outside the HSZ.In this context, the attempt to show the killing to have taken place in the SLA controlled HSZ is absurd. " the army said in a press release.

Mr. Sivamaharajah is a former parliamentarian (Tamil United Liberation Front) and a senior member of Ilankai Tamil Arasu Katchi (ITAK), the main constituent party of the pro-rebel Tamil National Alliance (TNA).
He was also the Managing Director of the local Tamil newspaper ‘Eelanadu.’

Fresh Supplies to Reach Jaffna by Wednesday : SL Government

Government to Send Food and Medical Supplies to Jaffna

21 Aug 2006 (New Delhi)

A government spokesman has told this writer that a ship carrying 4000 tonnes of food, medical supplies and other provisions from Colombo will leave on Monday. He said it is expected to reach Jaffna on August 23.

The supplies are being sent for the first time since August 11, when fierce fighting broke out around Jaffna between the army and Tamil tiger rebels.

Essential supplies have been in short supply and prices of food and medicines have gone up many times in Jaffna. Curfews imposed to maintain law and order by the police too have led to disruption in supplies.

Supply through road has been cut off since the crucial A9 road was closed because of the fighting.

" There was a delay in loading food items and other provisions on to the ship due to bad weather. Supplies are now being loaded. The Government Agent of Jaffna, Mr. K. A. Ganesh has confirmed that there is sufficient food till the 24th of this month. There will be no shortage of food items and other relief supplies from 23rd onwards as the Government has made arrangements to dispatch supplies to the Jaffna peninsula. " a press release issued by the government read.

The Sri Lankan government claimed that there is no shortage of petroleum products in Jaffna as fresh fuel supplies have already been sent. It claimed that electricity supply has also been restored in the Jaffna Peninsula. However, most phonelines across the peninsula continue to be down since August 11.
Meanwhile, sources in Jaffna say closure of banks because of the escalating violence has led to a shortage of cash. The situation is worsened by the rush of people at banks to make emergency withdrawals.
Many banks have reportedly fixed limits on withdrawals allowed per day. Large queues outside banks have become a common feature outside many banks in Jaffna during business hours.

Sri Lanka Welcomes Decision by Iceland to Increase SLMM Monitors

The Government of Sri Lanka strongly welcomes the decision by the Government of Iceland to increase the Icelandic contingent to the SLMM by more than double its present strength in order to meet the current situation.

The Government of Iceland has remained steadfast in its commitment to the Sri Lankan peace process and the decision to increase the contribution by Iceland is a further demonstration and confirmation of its continued support to peace in Sri Lanka.

The Government appreciates the efforts taken by the Royal Norwegian Government to reinforce the institutional structure of the SLMM which is a critical element in maintaining the current Ceasefire.

The Government of Sri Lanka recognizes the significant contributions made by Sweden, Finland and Denmark in the evolution of the SLMM over the last four years. The Government notes with great appreciation that these three countries will continue to contribute towards the operations of the SLMM, though they have been prevented from contributing personnel by an arbitrary decision of the LTTE.

It is important to recognize as a matter of principle that Sweden, Finland and Denmark did not withdraw its personnel from the SLMM because they are members of the European Union. The decision by these countries to withdraw its personnel was taken because the LTTE arbitrary withdrew the security guarantee to a selective group of countries in the SLMM.

In terms of Article 3.9 of the Ceasefire Agreement, both the GOSL and the LTTE provided a comprehensive security guarantee to the SLMM. In terms of the Ceasefire Agreement the comprehensive security guarantee can not be withdrawn in a selective or fragmented manner to any specific group or country. It is therefore deplorable that the LTTE created such a situation resulting in the regrettable decision of some Monitors having to leave the SLMM.

The Government will continue to support the work of the strengthened SLMM and continue to provide security guarantees for all members of the SLMM including those from EU countries. The Government calls upon the LTTE to desist from using extraneous political and propaganda issues to undermine the operations of the SLMM.
