Sri Lanka Lifts Ban on Civilian Flights to Jaffna

The Sri Lankan ministry of defence on Tuesday gave the go ahead for resumption of civilian flights to the Jaffna peninsula. This ends a three-week long ban on civilian air traffic to Jaffna after fierce fighting broke out between troops and rebels on August 11.

Rebels gun positions in the area have launched a string of artillery and mortar attacks directed at the runway at Palaly airport, in Jaffna.

Three private operators run civilian flights from the capital's Ratmalana airbase to the Palaly air base in Jaffna. There was no immediate response from the flight operators to the defense ministry clearance to resume flights.

Even as fierce fighting rages on in Trincomalee, the Sri Lankan Army has reported that Tamil Tiger rebels directed mortar fire at army detachments in Sittandy and Sandiveli in the eastern district of Batticaloa on Tuesday evening.

In a release posted on its website the army said "troops retaliated the LTTE fire using mortars and repulsed the attack."

Three soldiers received injuries and were admitted to hospital for treatment. The army has informed the SLMM about the incident.

16 Rebels killed near Vavunia says Army

Army spokesman Brig. Prasad Samarasinghe had told this writer from Colombo that 16 rebel fighters were killed in an encounter with troops near the volatile north Sri Lankan town Vavunia.16

" This morning, the rebels made an attempt to infiltrate the Forward Defence Line near Puvarasankulam in Vavunia, we retaliated and the rebels had to retreat to their positions. We have recovered the bodies of 16 rebels from the area."

The army says it did not suffer any casualties.

Elsewhere, in the battle for rebel held Sampoor in the restive eastern district of Trincomalee, the army says 13 soldiers have died and 79 were injured in the last 48 hours. The army claims over 66 rebel fighters were killed. Soldiers have counted 27 bodies of rebel fighters and the army says it will release pictures soon.

The LTTE military spokesman has so far not been available for comment.


Samarasinghe said that rebels fired mortars at a convoy of 11 trucks carrying essential civilian supplies to rebel held areas in Killinochi and Mullathivu this morning."The trucks carrying essential supplies the effcted people had to turn back from the Oomanthy check post after they came under direct shelling. The civilians living in these areas require these supplies urgently." he said.

The Sri Lankan Army, Air force and Navy have been engaged in a major offensive to retake rebel positions around the strategic Trincomalee port since 27th August.

The port town on Trincomalee is located at an elevation. Kallar, Thoppur, Seruwila, Mahindapura, Selvanagar, Pachchanoor, Kattaparichchan, Galkanda, Muttur, Ichchalanpattu and Sampoor are among a few main scattered habitations that surround Trincomalee town.

Many of these areas are under rebel control and the rebels have used their heavy guns positioned in these areas to disrupt the Trincomalee port. The rebel camps in these areas have hundreds of heavily armed fighters. The guns strategically placed at Sampoor, Ichchalanpattu and other nearby areas have caused considerable damage.

On thier part the army spokesman explains that this operation is merely to clear the area for resettlement of muslim civilians displaced five weeks ago during the ground offensive to flush the rebels out of the Maavil Aru irrigational dam.

But given the intensity of the military action, it is clear the Sri Lankan government is now determined to wrest the control of Sampoor from the rebels. The rebels say the latest army offensive into areas under their control is a clear violation of the 2002 ceasefire.

However, Sri Lankan army chief Lt. Gen. Sarath Fonseka told the Associated Press that the Security Forces had decided to retake rebel held areas around the Trincomalee port to safeguard Trincomalee naval base and its harbour. Such "defensive operations" he said " in no way go against the provisions of the Ceasefire Agreement".

The heavy guns of the rebels in and around Sampoor have continued to pound army positions in the area and the Trincomalee harbour for many weeks now.

Shelling from these positions and consequent retaliation by airforce jets and army heavy guns has also led to displacement of more than 100,000 civilians in the area.

Trincomalee harbour is the main port from where supplies to the government controlled northern district of Jaffna are sent. It is a main supply and transit port for the more than 40,000 troops stationed in Tamil majority Jaffna.

The land route to Jaffna, the A9 Kandy-Jaffna road passes through rebel held areas and hence cannot be used for military supplies.

Constant mortar fire and shelling by rebels around the only air base at Pallali in Jaffna has made troop and supply movement by air very difficult.

Therefore it is important for the Government to drive the rebels out of camps in Sampoor and nearby areas south of Trincomalee town. This they feel is the only way to make Trincomalee port safe for civilian and military movement to and from Jaffna.

Even since the offensive in Mavil Aaru and few weeks ago, Air force Kfir jets have been pounding rebel positions in areas around Trincomalee port.

The current ground offensive towards Sampoor comes after weeks of aerial bombardment by airforce jets and heavy shelling from bothsides.

More than a hundred civilians, soldiers and rebel fighters have lost their lives in the battle for Samppor so far in the past three days.

"If the Sri Lankan military aggression continued, it would set a full stop to the February 2002 Ceasefire Agreement," LTTE's military spokesman Irasaiah Ilanthirayan told Tamilnet Tuesday.

The rebels have reason to be agitated, the fall of their heavy gun positions around the strategic Trincomalee port would mean the opening of a safe supply and transit route for the troops.

India, Norway, Japan and other countries have demanded an immediate end to hostilities. But the Sri Lankan army does not seem to be in a mood to let go of strategic gains it seems to be making just yet.

Analysts say the rebels may soon open other fronts in the North and east, and could hit at government targets in Colombo using thier suicide squads.

Fierce Fighting Around Sampoor in East Sri Lanka

Rebels say Troops Want to wrest control of Sampur

Eight soldiers were killed and 28 were injured in fierce fighting around Sampur south of the restive east sri lankan district of Trincomalee.

" The troops were clearing areas around Thopur and Selvanagar so that Muslim refugees from the area could be resettled there. That is when the Tamil tiger terrorists started directing mortar, artillery and small arm fire towards us from their positions in Sampur and Eachchalampattu. The troops too have returned fire from our heavy guns positioned in the area. I cannot tell the exact number of dead terrorists. But we have inflicted heavy damage...at least a dozen of the terrorists." Brig Prasad Samarasinge told Al Jazeera from Colombo.

Thousands of Muslims from areas around Thopur and Selvanagar fled their homes four weeks ago after rebel fighters breached the Forward defence Line, FDL in Muttur and overran some army camps in the area. The rebels have however moved back to their positions behind the FDL since.

Meanwhile a pro-Rebel website reports that at least 20 civilians were killed and 26 more injured because of army shelling in rebel held Sampur area.

The website quoted sources in Sampur as saying that "army troops supported by heavy artillery, Air Force (SLAF) bombers and Navy (SLN) gunboats launched a two-pronged offensive at 3 a.m."

The LTTE's military spokesman called it a government offensive to take control of the strategic Sampur.

“They are continually shelling and bombing populated areas in our control. They have advanced and reached our lines.We are retaliating. Obviously they are trying to come into Sampur. They are trying to initiate a full-scale war. We have always been ready to defend our land and our people,” Irasiah Ilanthiraiyan, military spokesman for the Tamil Tiger rebels was quoted as saying by TamilNet.

Since the time fighting broke out in the East five weeks ago, the Trincomalee naval base has been vulnerable to shelling from Tiger-held Sampur.

PAKISTAN REJECTS INDIAN STATEMENT

Strongly rejecting the statement of the Indian Ministry of External Affairs Spokesman on the situation in Balochistan, the spokesperson said that the statement is not only against the well-established norms of interstate relations but also a blatant interference in the internal affairs of a neighbouring country.

India 's purported concern for the peoples of other countries is ill- advised especially when India remains afflicted with several insurgencies including in Arunchal Paradesh , Assam , Manipur, Meghalaya, Mizoram, Nagaland, Tripura, Bundel Khand, Gorkhaland, Bodoland and Khaplang, which are being suppressed by force. Instead of oppression and use of force, India should politically address grievances and aspirations of the peoples of these areas.

India should focus on putting its own house in order rather than commenting on the internal affairs of other countries,.

Both the Indian and Sri Lankan Intelligence agencies have been worried about the air assets of the Tamil Tiger rebels. They are the only terror group in the world who can boast of air capacities.

The Indian home ministry in its annual report of 2005 even mentions it as a threat to India's national security.

The air assets of the rebels include a 1850 meter airstrip in the middle of the Vanni forest at a place called Iranavadu, at least two Czech made Zlin microlight aircraft, about a dozen skilled aviation engineers and pilot trainers and a facility to train pilots and technicians.

" An aircraft in the hands of a terror group like the LTTE is a dangerous thing. They will fill it with explosives and use it as a missile against targets in its range...through suicide missions. That is the least I can think of " says a former Indian Air Force official.

It is difficult to say when the Tamil Tiger rebels acquired these assets. The Sri Lankan government says these were clandestinely bought during the ceasefire years since 2002.

They say a bulk of the parts for the aircraft and aviation infrastructure was shipped in piece by piece with the tonnes of aid that came in wake of December 26, 2004 Tsunami.

On their part the Tamil Tigers rebels or the Liberation Tigers of Tamil Eelam,LTTE as they are also known as, say their air assets predate the ceasefire and hence does not violate the ceasefire in anyway.


This is something the LTTE's political head S P Thamilselvan told me when I met him in Killinochi and asked him about the air assets in 1995.
"The air assets of the LTTE have been in existence much before the ceasefire came into effect. The airstrip has been there for many years now. We have not violated the ceasefire in any way."

The military spokesman at that time Brig. Daya Ratnayake claimed that this was a clear lie and that the 1850 meter runway in Iranavadu in the Vanni forest was constructed after the ceasefire came into effect. He told me then that areal pictures of the area indicated that the rebels had acquired at least two Czech make Zlin microlight aircraft.

"These aircraft have been brought into the country illegally piece by piece, and assembled by rebel aviation engineers. They also tried to bring in a small helicopter in parts...but we were able to intercept and impound a crucial consignment in time." he told me then.

An intelligence official told me that the rebels have a well equipped pilot training facility with simulators. Some of their aviation staff have been trained abroad and have worked with the engineering teams of top airlines in Canada and Europe.

He told me that the rebels also had set up a basic air traffic control system.
This facility has been under the constant aerial observation by the Sri Lankan armed forces. Pakistan made Unmanned Aerial Vehicles, UAVs have been keeping an eye on every inch of the area.

It is when these UAVs picked up activity around the airstrip last week that the Sri Lankan Air force decided to launch an offensive.\n \nIsreali Kfir jets of the Sri Lankan Air Force took off from Colombo and bombed the air strip on the 25th of August.

" I can confirm to you that the air strip has been destroyed, the kfir jets have hit their mark. But we do not know about the aircraft. They may have hidden it in underground hangers. I do not
know.But the UAV pictures that we have do not show any signs of the aircraft." Brig. Prasad Samarasinghe, spokesman for the Sri Lankan Army told me this morning over the phone from Colombo

So it is clear that the LTTE's air assets have been hit. The runway has been damaged...but the aircraft continue to be a danger, to both India and Sri Lanka. Experts say an airstrip of that size can be repaired in a matter of hours. And the LTTE has spent a considerable amount of resources on these assets to not use them.

" India has nothing to fear from the military assets of the LTTE. They will never be used agianst India. It is to protect the Tamil people of Sri Lanka against oppression." is what Thamilselvan of the LTTE told me in 2005.
But Indian agencies are not likely to buy any assurance given by the Tamil tiger rebels and will continue to monitor the ground situation. And the aircraft will continue to be a danger to Sri Lanka as long as they are not destroyed.

Jaffna Evacuees Arrive Safely in Colombo Via Trincomalee

ICRC Evacuates More than 150 Jaffna Expats and Foreign Aid Workers


27 August 2006 (New Delhi)

More than 150 people, mostly foreign passport holders and foreign aid workers, evacuated from the Jaffna peninsula by the International Committee of the Red Cross (ICRC) have arrived safely in the capital, Colombo.




They were among 161 persons who had travelled overnight from Jaffna to the eastern port of Trincomalee onboard a passenger ship flying the ICRC flag. Most of these were then taken on ICRC buses to Colombo.

Fighting in Jaffna that started on August 11, has cut off the peninsula from the rest of the island nation. The road route to the region that passes through rebel territory has been closed.


Civilian movement through the airport at Pallali and the Kankesanthurai had been severely restricted because of lack of security gurantees from either side.

ICRC officials said they were happy with the success of the evacuation effort and would soon undertake more such trips to bring out other stranded people in Jaffna.

There are over 800 foreign passport holders in Jaffna. Many of these have listed themselves to be evaculated out with their dependents from jaffna.

"It was possible because the parties to the conflict gave us the necessary security guarantees.We are in touch with both sides to discuss carrying out further evacuations from the Jaffna peninsula in the near future." a spokesman for the ICRC said.

Meanwhile, the unloading of a cargo ship flying thse ICRC flag continues in Point Pedro on the Jaffna peninsula.The vessel is carrying 1,500 tonnes of food and medicine provided by the government and the Worlds Food Programme.

Sri Lankan Army Spokesman Brig. Prasad Samarasinge has told this writer from Colombo that Air force Kfir jets pounded the rebel military facility at Iranavadu in North Sri Lanka.

This is the first major offensive action by the government in the north in the last one last week.

It came just hours after a ship carrying the ICRC flag brought in 1500 MT of civil supplies into the besiege Jaffna Peninsula.

"The air attack happened at 7:30 am this morning. We are yet to receive reports of the damage on the ground. The target was the terrorists camp at Iranavadu." Samarasinghe said.

Interestingly the rebels are reported to have a small airstrip deep in the Vanni forests near Iranavadu. It measures about 1250 meters and can land small aircraft like Cessna.

Intelligence sources tell this writer, that the rebels have two microlight Czech made Zlin aircraft.

However, the extent of damage caused by the airstrike is not immediately known.

Reservation Bill Tabled Amidst Protests by Students


The controversial bill providing for 27 per cent reservation for OBCs in central educational institutions has been tabled in Parliament today by Union Human Resources Development, HRD minister Arjun Singh.

However, the bill is not likely to be taken up for discussion in this session of parliament as it ius expoected to be referred to a parliamentary standing committee.

This is where its contentious finer points of the bill will be further debated by representatives of various political parties. The revised version of the bill is expected to be tabled again in the winter session.


After much debate within the government and amidst protests from students and anti-resernation groups from across the country, the bill was cleared by the Union cabinet earlier this week.

Among the provisions in the bill which will be fine tuned, is the provision for reservation to be implemented in a phased manner over three years, starting next year. Allies in the UPA government like the PMK and DMK want the implementation to take place in one go.



While tabling the bill HRD Minister Arjun Singh clarified that the bill did not have any mention mention the controversial creamy layer.

Medical students and doctors, who were on protest against quotas in institutions of higher education, have called off their strike for the day.


However, small groups of students took out protest marches and blocked roads in and around parliament house and other parts of the business district in central Delhi.

The CSE Lab Takes on the Cola Majors



Here are a few snaps taken during my recent visit to the state of the art lab of the independent environment group, the Center for Science and Environment, CSE at the Habitat Center in New Delhi.

It is scientsist at this ISO cerified lab who told the world about the dangerously high levels of pesticides in fizzy drinks sold in India.

The powerful Cola companies have rejected this and have come out with their own studies to counter CSE's claim. Even the Health minister Ambumani Ramadoss told parliament that the evidence given by CSE is flimsy.

The bottled Fizzy dring market in India is worth more than a billion and a half dollars. That is more than 6000 Crore Indian Rupees.



But the firebrand Sunita Narain, director, CSE and her team have stuck to their guns. She says the minister is under a lot of "pressure".

" The government is under pressure, the minister is very clearly under pressure. I do not understand why the government gave a clean chit to the Cola companies without even consulting us...without even waiting for the final report of it's owm committee. All samples have been scientifically collected by us and tested at this ISO certified lab."




Needless to say Ramadoss has threatened to Sue Narain and the CSE. He claims now that he never gave the Cola companies a clean chit.

" Ask him to sue the cola companies if he says he did not give them a clean chit..what point will suing me serve." Narain asks.

I Saw This Little Girl



I saw this little girl at a traffic light on my way to office. She had a bandage on her arm and a sad sad look on her face.



She came to the window and peered in...her sad eyes looking at me. I aimed my camera at her and clicked a frame... Turned the screen to her and showed her the picture



She was fascinated by what she saw...her face was lit by the sweetest smile I had ever seen. I aimed the camera again at her and clicked another picture.



I turned the screen to her again and showed her the picture I Shot. Her smile now was wider...she made my day.

ICRC Ship to reach Jaffna this Evening: Stranded Foreigners have to Wait Longer

ICRC spokesman Peter Krakolining has told this writer from Colombo that the relief cargo ship that set sail for Jaffna from Colombo with 1500 MT of civilian supplies on Tuesday, will arrive at the Kankesanthurai Harbour late Thursday evening.

He described the food situation in Jaffna as "precarious" and said that food supplies had run dangerously low in Jaffna.

" The ship had a capasity of 4500 MT but we loaded just 1500 MT so that the ship could sail faster. Movement on the ground in Jaffna for our personnel has become very difficult. Military activity is still going on. "

Krakolining said further shipments of civilian supplies are being arranged by the ICRC. He said the ICRC was in the process of tying up logistics.

"Security gurantees for the ship from both sides, insurance, getting the supplies coordinating with various government agencies. Things take time. But this is the first of many shipments that we hope to undertake."

However, he said it may still take over 24 hours before the stranded foreign passport holders and aid workers are evacuated from Jaffna. He said the ICRC is yet to tie up logistics for this operation. Separate ferries are being arranged for the evacuation.

One soldier was injuries. He has been admitted to BATTICALOA hospital but later transferred to POLONNARUWA hospital for further treatments.

The Sri Lankan army has informed the SLMM.

Responding to Sri Lankan President Mahinda Rajapakse’s call for the LTTE to declare its commitment to the ceasefire, the head of the LTTE’s Political Wing, Mr. S. P. Thamilchelvan said that it was the Colombo government which launched a major military offensive in Trincomalee against the Tigers and thereby triggered defensive measures by the Tigers resulting in an escalation of hostilities.

"The Norwegian facilitators and the SLMM monitors are witness to the fact that Colombo deliberately chose to launch an offensive in Maavilaru despite the civil dispute being resolved peacefully," Mr. Thamilchelvan said.

"The Sri Lankan military has a long-term hidden agenda which underpinned its decision to launch a large-scale offensive with massive firepower into our territory in Muthur East," Mr. Thamilchelvan charged.

“This was evidenced in repeated airstrikes on the region for some considerable time, even before the water dispute emerged,” he added.

"Furthermore, although the Sri Lankan government claimed the purpose of the offensive was to restore the flow of water, the Sri Lankan military continued its offensive even after the gates were opened," he said.

"These actions clearly proved that Colombo had wider objectives behind its military offensive."

"And when the Sri Lankan military escalated their offensive from their Trincomalee naval base, we were forced to respond towards their launchpads for artillery fire and troop movement towards the frontline," Mr. Thamilchelvan said.

Thamilchelvan also accused Colombo of escalating its military offensive and attacking the LTTE in the Batticaloa and Jaffna districts.

ICRC Relief Ship Sets Sail for Jaffna



Red Cross Ship Sets Sail for Jaffna with Supplies

22 August 2006 (New Delhi)

A chartered Indian Ship flying the International Committee of the Red Cross flag carrying 2.5 million dollars worth of essential supplies and medicines for the besieged Jaffna Peninsula left the Colombo port Tuesday evening.

The departure of the ship was delayed by several days as loading could not be completed due to bad weather and security concerns.The ship is expected to reach the Kankesanthurai port by Friday morning.

The Sri Lankan government has given an assurance to the ICRC that no military supplies will be carried on board the ship.

Fierce fighting between government troops and the rebels in the north has resulted in the cutting off of civilian supply routes to area north of government controlled Vavunia, leading to severe shortages of essential supplies and medicines. Most telephone lines in Government held Jaffna are not working and electricity supply to many areas has been cut off. Curfews imposed by the police have made matters worse.

The crucial A9 Kandy-Jaffna road has been closed for commercial traffic since August 11, when the fighting began. This has cut the supply route into rebel held areas.

The consignment is expected to be distributed among civilians in Jaffna and the rebel held districts of Killinochchi and Mullaittivu according to Military Spokesman Brigadier Prasad Samarasinghe.




The ship is carrying some 10,000 tonnes of rice, 500 tonnes of sugar, 1000 tonnes of flour, 300 tonnes of dal and a large stock of other essential commodities including canned fish, milk powder and tea.

Sri Lanka's President Mahinda Rajapakse late Monday evening paid an unannounced visit to the harbour and personally supervised loading work at the jetty. Sri Lanka's Navy chief,some cabinet ministers and Tamil MPs also joined him during the visit.

Security Alert at India's Kakrapar Atomic Power Plant

Police and the Central Industrial Security Force have launched an intensive combing operation after villagers reported that two armed men passed through the peripheral fence, the first line of security to the Kakrapar Nuclear Power Station of the Nuclear Power Corporation near Surat in Gujarat.

The CISF spokesman in Delhi however denied that there has been any intrusion.

He said villagers had reported two armed intruders and that police and the CISF personnal were combing the area as a precautionary measure.

" We have a very complex system of security for the plant. We have a commando unit at this plant and I must say the complex is very secure." the spokesman told a television news channel.

The plant has two units of 220 MWe capacity each. The first unit attained criticality in 1993 while the second unit achieved criticality in 1995.

Four Defendants are Caught in an Undercover Sting Operation Attempting to Purchase a Large Number of Surface-to-Air Missiles, Missile Launchers, and Hundreds of AK-47 Automatic Rifles
BROOKLYN, NY — Two complaints were unsealed this morning in U.S. District Court in Brooklyn charging eight defendants with multiple crimes, including conspiracy to provide material support and resources to a designated foreign terrorist organization – the Liberation Tigers of Tamil Eelam (LTTE or Tamil Tigers).

Four of the defendants were arrested on Long Island, New York, on August 19, 2006, after three of them traveled to New York from Canada to attempt to purchase from an agent acting in an undercover capacity Russian-made SA18 surface-to-air missiles, missile launchers, AK-47s, and other weapons to be used by the LTTE in its rapidly escalating conflict against the Sri Lankan military. These four defendants were acting at the direction of senior LTTE leadership in Sri Lanka.

In the second complaint, multiple defendants are charged with providing material support to the LTTE that included the procurement of military equipment and dual use technology, fund raising, and money laundering through “front” charitable organizations and
U.S. bank accounts.

The complaint also charges that the defendants attempted to obtain classified information, conspired to bribe U.S. public officials in an effort to remove the LTTE from the U.S. State Department’s list of Foreign Terrorist Organizations, and dealt in illegal financial transactions with LTTE.

As alleged in both complaints, the defendants are closely connected with LTTE leadership in Sri Lanka, and many of them have personally met with LTTE leader, Velupillai Prabhakaran, and other senior leaders of the terrorist group.

The investigation leading to the arrests announced today was conducted by the Newark Division of the Federal Bureau of Investigation’s Joint Terrorism Task Force (JTTF), with assistance provided by more than 20 of the FBI’s Field Offices, including New York, NY, New Haven, CT, Buffalo, NY, Seattle, WA, Baltimore, MD, Chicago, IL, and San Jose, CA; the United States Attorney’s Office for the District of Connecticut; U.S. Immigration and Customs Enforcement (ICE); the U.S. Department of State; the Royal Canadian Mounted Police National Security Program; and British law enforcement authorities.

The defendants arrested in the Eastern District of New York are scheduled to have their initial appearances this afternoon before United States Magistrate Judge Marilyn D. Go at the U.S. Courthouse, 225 Cadman Plaza East, Brooklyn, New York.

“The multi-faceted scheme by members and supporters of the Sri Lankan organization known as the Tamil Tigers demonstrates the need for continued vigilance in the global war against terrorists,” said Attorney General Alberto R. Gonzales. “These defendants allegedly sought to obtain, through a variety of means, weapons and materials to carry out a deadly campaign of violence. We will use every tool in our power to disrupt the activities of those who seek to harm others, both here and abroad.”

“As charged, for more than 15 years, the LTTE has waged a war of terror, assassinations, and suicide bombings in Sri Lanka and elsewhere,” stated United States Attorney Roslynn R. Mauskopf. “We refuse to allow the LTTE and its supporters to use the United States as a source of supply for weapons, technology, and financial resources.” Ms. Mauskopf added that the investigation is continuing.

“Today’s arrests of high level Tamil Tiger financiers and operatives are a clear example of the FBI’s ability to combine long term, complex intelligence gathering, terrorism prevention, and law enforcement,” stated Leslie G. Wiser, Jr., FBI Special Agent-in-Charge, Newark Field Office. “This weekend’s operation has severely impaired the Tamil Tigers’ ability to acquire funding and weapons for their ongoing terror operations in Sri Lanka.”

The LTTE

According to the complaints, the LTTE was founded in 1976 and uses illegal methods to raise money, acquire weapons and technology, and publicize its cause of establishing an independent Tamil state in northern Sri Lanka. The LTTE began its armed conflict against the Sri Lankan government in 1983, and utilizes a guerrilla strategy that often includes acts of terrorism. With an army of several thousand combatants, the LTTE controls most of the northern and eastern coastal areas of Sri Lanka.

The complaints allege that over the past 15 years, the LTTE has conducted approximately 200 suicide bombings, resulting in the deaths of hundreds of victims, and carried out numerous political assassinations, including the May 1991 assassination of former Indian Prime Minister Rajiv Gandhi, the 1993 assassination of the President of Sri Lanka, Ranasinghe Premadasa, the July 1999 assassination of Neelan Thiruchelvam, a member of the Sri Lankan parliament, the June 2000 assassination of C.V. Goonaratne, the Sri Lankan Industry Minister, and the August 2006 assassination of the Sri Lankan government’s peace secretariat, Ketheshwaran Loganathan. Beginning in 2002, the LTTE and the Sri Lankan government operated under a tenuous cease-fire agreement, but that agreement has essentially ended, and since April 2006, more than 1,700 people have been killed in the escalating conflict.

In 1997, the LTTE was designated by U.S. State Department as a Foreign Terrorist Organization and therefore may not legally raise money or procure specified equipment or materials in the United States.

Attempts to Bribe Purported State Department Officials

According to one complaint, MURUGESU VINAYAGAMOORTHY, a senior LTTE supporter, NACHIMUTHU SOCRATES, a LTTE supporter in North America, and other defendants attempted and conspired to bribe purported U.S. State Department officials to remove the LTTE from the State Department’s Foreign Terrorist Organization list.

Beginning in 2004 and continuing over a period of several months, the defendants met with a confidential informant (CI-1), who was operating under law enforcement supervision, and two purported State Department officials, identified in the complaint as UC-1 and UC-2, and discussed the financial terms of the bribe, including a $1 million up-front payment.

During one meeting, the complaint alleges that VINAYAGAMOORTHY said that he had traveled to the United States for the meeting on behalf of senior LTTE leadership in Sri Lanka, and that the LTTE “leader”– referring to Velupillai Prabhakaran – would make the ultimate decision as to how much the LTTE was willing to pay the State Department officials.

During some of these meetings, UC-1 and SOCRATES also discussed the sale of classified United States intelligence information to the LTTE. The complaint alleges that SOCRATES made interim bribery payments to the CI to give to UC-1. Ultimately, the defendants put the scheme on hold due to “the prevailing climate” in Sri Lanka.

According to the complaint, in December 2005, SOCRATES met with UC-1 and CI-1 in order to purchase a purported classified intelligence document concerning the LTTE which made reference to an investigation by the United States and a foreign government into the Tamil Rehabilitation Organization (TRO), a charitable organization suspected of being a “front” for a LTTE fund raising organization. Although the document was presented to the defendants as containing classified information, it was created by the FBI for purposes of the investigation. SOCRATES and CI-1 gave UC-1 $1,000 in cash, and UC-1 permitted SOCRATES to review the document. SOCRATES, in turn, passed the information to VINAYAGAMOORTHY.

Attempt to Purchase Surface-to-Air Missiles

As alleged in the other complaint filed today, in July 2006, CI-1 received a telephone call, which was consensually recorded, from a LTTE supporter, NADARASA YOGARASA (YOGA). YOGA believed that the CI had a relationship with a black market arms dealer who could acquire heavy military artillery, including missiles.

On July 31, 2006, CI-1, YOGA, and SATHAJHAN SARACHANDRAN (SATHA), a LTTE supporter, met at a location in Queens, New York, and in a recorded conversation SATHA discussed the types of weapons he wanted to purchase on behalf of the LTTE, specifically, surface-to-air missiles to be used against “the Kfir,” a reference to the Israeli-made Kfir fighter jet aircraft used by the Sri Lankan military against the LTTE.

SATHA, a Canadian citizen who had traveled to New York from Canada for this meeting, advised CI-1 that he was taking direction from Pottu Amman, who handled “outside purchasing” of arms. Pottu Amman leads the intelligence and operations wing of the LTTE. On August 7, 2006, CI-1 and YOGA met at another location in Queens and discussed various weapons that the LTTE needed, including AK-47s and truck-mounted missile systems.

On August 18, 2006, SATHA, SAHILAL SABARATNAM (SAHIL), identified in the complaint as the “financial guy,” and THIRUTHANIKAN THANIGASALAM (THANI) traveled to the United States by car from Canada. SAHIL and THANI, both Canadian citizens, are LTTE supporters.

On Saturday, August 19, 2006, CI-1 met SATHA, SAHIL, and THANI at a location in Queens, and then they drove to another location on Long Island, where they met for several hours with two undercover law enforcement officers (identified in the complaint as UC-1 and UC-2). The meeting was consensually recorded. At the outset, UC-1 asked the defendants what they wanted to purchase, and THANI said, “We need something for Kfir,” the Israeli-made fighter jets. UC-1 asked, “You want to shoot this airplane down?” THANI said yes.

THANI also said they wanted weaponry to destroy boats. The defendants discussed using bank accounts in Switzerland, St. Croix, or other offshore locations to finance the purchase, and THANI stated that the defendants wanted delivery to occur ship-to-ship in the Indian Ocean. THANI and SAHIL requested UC-2, who posed as a technical expert in military weaponry, to travel to Sri Lanka to train the ultimate users of the arms.

THANI indicated that in the future, they wanted to purchase between 50 and 100 surface-to-air missiles, but would start with the smaller quantity of 10, obtain training on them in Sri Lanka and, if the missiles worked well, buy the remainder. During the meeting, the parties discussed the quantity and price of the missiles and AK-47 assault rifles, and agreed that an initial shipment would consist of 10 SA-18 surface-to-air missiles and 500 AK-47s, and that UC-2 would provide technical training on the use of the missiles.

The parties also discussed a total price of between $900,000 and $937,500 for the equipment and the training. SATHA, SAHIL, and THANI then examined an SA-18 missile, which was brought into the room in a long wooden crate, as well as the missile’s firing tube and trigger mechanism, and two AK-47 assault weapons.

LTTE Procurement Activities

As detailed in the complaints, the defendants used several e-mail accounts in the United States to inquire about or purchase military arms, unmanned aerial vehicles for jamming radio transmissions and radar, submarine design software, flight lessons, cell towers, radio controller equipment, global positioning system equipment, short wavelength radio equipment, radio and satellite equipment, air traffic equipment, cameras, computers, and a host of other items to be used by the LTTE. They also allegedly used U.S.-based bank accounts to launder money for LTTE-funded activities, including the purchase of operational equipment and travel to and from Sri Lanka.

LTTE Fund Raising in North America

The complaints allege that the defendants’ conspiracy to provide material support to LTTE included fund raising in the United States and Canada, relying on “front” charitable organizations to give the fund raising the appearance of legitimacy. These organizations were also used to send goods and material to LTTE in Sri Lanka.

Maximum Sentences Defendants Face if Convicted

If convicted, the defendants face the following maximum sentences: 15 years for conspiracy to provide material support to a designated terrorist organization, in violation of 18
U.S.C.
§ 2339B, 10 years for dealing in property of a specially designated terrorist, pursuant to 50 U.S.C. § 1705(b), and five years for conspiracy to bribe public officials, in violation of 18
U.S.C.
§ 201. The charges in the complaints are merely allegations, and the defendants are presumed innocent unless and until proven guilty.

The government’s case is being prosecuted by Assistant United States Attorneys Jeffrey Knox, Robert M. Radick, and Gurbir Grewal, under the supervision of Kelly T. Currie, Chief of the U.S. Attorney’s Office Violent Crimes and Terrorism Section.

Police in Colombo say alert constables on duty at a busy market in Borella, Colombo detected a bicycle with a meticulously planted powerful claymore mine this morning. The bomb was defused with the help of the army bomb disposal squad.

Troops immediately cordoned the location. Police say the parcel was packed with a powerful claymore mine that could be triggered by a remote control.

The claymore mine was wrapped inside coconuts and eggs when it was recovered from a wooden crate strapped on to the cycle.

Police suspect that Tamil Tiger infiltrators could have parked the cycle in the market, and were waiting for their target when alert policemen detected the suspicious bicycle. Police investigations are on.

Politicians and officials visiting the market could have been possible targets police say.

Acting Head of Mission for SLMM Appointed

The Ministry of Foreign Affairs is pleased to inform that Major General Lars Johan Sølvberg has been appointed as Acting Head of Mission for Sri Lanka Monitoring Mission (SLMM).

Following consultations with the Government of Sri Lanka and the Liberation Tigers of Tamil Eelam (LTTE), Norway has decided to appoint Major General Lars Johan Sølvberg as Acting Head of the Nordic monitoring mission SLMM.

“Major General Sølvberg’s wide experience and impressive military background will be important assets in his new position as Acting Head of Mission. In spite of the reduction in the number of SLMM personnel, both parties to the conflict have expressed their strong wish for continued SLMM presence. The appointment of Major General Sølvberg is of great importance in the difficult situation we are currently facing,” said Minister of International Development Erik Solheim.

Major General Sølvberg will take up his position as Acting Head of Mission on 1 September 2006.

Sri Lanka Monitoring Mission to Regroup in Colombo Temporarily

The Swedish, Finnish and Danish members of the Sri Lanka Monitoring Mission (SLMM) are due to leave by the end of August, as the LTTE will not accept EU nationals as monitors after 1 September.

The gradual withdrawal of these 39 monitors (out of a total contingent of 57) has begun. Norwegian and Icelandic monitors will remain in Sri Lanka, and their number will gradually be increased to 30 when the ground situation permits and demands such an increase. It is envisaged that additional monitors from other countries will be invited later.

At the moment, intensive military operations and fighting are taking place in several locations in the North and East. The parties are restricting the SLMM’s access to combat areas.As a result, the Head of Mission, Major General Ulf Henricsson, has decided to regroup the international monitors in Colombo temporarily.

This will allow the SLMM to focus its full attention on ensuring that the scaled-down mission is safely and securely re-organised under new Norwegian and Icelandic leadership. Norwegian and Icelandic monitors will be redeployed to the district offices as soon as the personnel is ready and the situation in each district permits the resumption of secure field monitoring.
