Sri Lanka's President Mahinda Rajapakse arrived in Havana on Thursday and is scheduled to address the Non-Aligned Summit today.
His address is expected to clear the air about the Sri Lankan government's position on restarting talks with the Tamil Tiger Rebels.
Analysts feel he could spell out tough conditions for returning to the talks table...including assurances from the reclusive rebel chief V Prabhakaran.
